The U.S. Senate has effectively shut down the process for confirming new federal appeals court judges — at least until after the presidential election.

Republicans blocked the confirmation of Robert Bacharach for a spot on the U.S. Court of Appeals for the Tenth Circuit. The Oklahoma federal magistrate judge was noncontroversial and supported by both of the Republican senators from his home state.
