It started out innocently enough, just another day on Tampa Bay.
Mark Luther, an oceanographer at the University of South Florida, faxed the Coast Guard and emailed the bay’s harbor pilots to alert them that he would be on a monitoring platform near the Sunshine Skyway Bridge, just as he had 40 to 50 times before.
