An appellate panel has re-established Miami City Manager Johnny Martinez’s right to declare a state of fiscal urgency.
The Third District Court of Appeal vacated a temporary injunction issued by Miami-Dade Circuit Judge Abby Cynamon that voided Martinez’s declaration in July. The judge had said a City Commission vote would be required to take that step.
