Certifying a class action of Miami-Dade County residents who lost trees in the state’s unsuccessful citrus canker eradication program came down to a 2-1 split decision Wednesday.

Third District Court of Appeal Judge Barbara Lagoa wrote for the majority that sided with Circuit Judge Pedro Echarte Jr.’s 2010 class certification order covering homeowners whose healthy trees were destroyed based on their proximity to sick trees.
