The long odds facing Stephen Ross were evident well before the Miami Dolphins owner officially announced his push Monday for public funding to upgrade Sun Life Stadium.

Ross and other Dolphins executives must persuade wary state and Miami-Dade County lawmakers that a public-private partnership with South Florida’s professional football team would not bring the same political consequences as the government’s Miami Marlins baseball stadium funding.
