Determined to speed up death penalty appeals, three young state legislators with little criminal law experience comprise the state House working group proposing to shift rulemaking authority from the Florida Supreme Court to the Legislature.
Tackling post-conviction and clemency appeals as if the courts were the problem, House Criminal Justice Subcommittee Chairman Matt Gaetz, R-Fort Walton Beach, sponsored a proposed constitutional amendment that would, as he said in a March 5 hearing, "end the gamesmanship" employed by defense attorneys and inmates with their "endless, insincere appeals."
