The Miami-Dade Aviation Department wants to diversify its revenue base beyond airline fees to better compete with Fort Lauderdale-Hollywood International Airport and other large airports from Houston to Atlanta.

"We just finished a capital program that created over $4 billion in debt to the Aviation Department," said Miguel Southwell, former deputy director of the department. "To be competitive, we need to find money from other sources other than the airlines to pay for all this additional cost."
