Former state Representative Miguel De Grandy said he discovered for himself why the Voting Rights Act needed some updating in 2001.
Serving as a legal counsel for the state House, he defended the redistricting of a seat that removed 4,000 Hispanics in Collier County from a seat dominated by Miami-Dade County voters. The representative rarely traveled to Collier and the overall representation of minorities increased under the redistricting plan.
