Carl Zwerner is an 86-year-old retired businessman from Coral Gables who is the target of a record $3.5 million penalty for not disclosing his hidden offshore assets.
He said Monday in response to a civil complaint he thought his tax problems were solved when he employed Scott Rothstein’s Fort Lauderdale law firm.
