North Miami Beach City Attorney Jose Smith said the city will appeal a class certification by Miami-Dade Circuit Judge Stanford Blake.
The lawsuit alleges the city forced tenants moving into rental units to pay any bills left unpaid by former occupants before they could receive water and sewer services from 2008 to 2012.
