Using nearly the same words, developer Michael Simkins speaks of his vision for a massive LED billboard tower in one of Miami’s most blighted neighborhoods. He doesn’t expect the spirit of “Shoeless” Joe Jackson to materialize for a game of catch but said the plan for his Miami Innovation District around the 58-story illuminated spire will bring the likes of Google or Samsung to Miami.
