With efforts to achieve federal and local bankruptcy protection stymied, Puerto Rico and its public corporations are facing default on bonds that may create a mountain of litigation.

“It’s a high improbability that Congress will act before the time that Puerto Rico runs out of money, unfortunately,” said Ariadna Alvarez, senior counsel with Holland & Knight’s Fort Lauderdale office who has experience in Puerto Rico.
