The Third District Court of Appeal on Wednesday upheld provisions of a Hialeah ordinance that keeps vendors from displaying their goods and staying in one place.
Vendors of flowers, produce and trinkets claimed the law violated their right under the Florida Constitution to earn an honest living free from unreasonable government restrictions.
