U.S. construction contractors may be eyeing new offshore ventures now that Latin America governments are spending more on infrastructure and some regional security and political conditions have improved.
As Colombia emerges from a dark period of civil war, it has begun a massive roadbuilding program and is going out of its way to make itself attractive to foreign contractors. Major projects also are underway in Peru, and Brazil’s interim government is discussing infrastructure needs.
