Longtime Broward Clerk of the Courts Howard Forman said he’s watched the Legislature divert millions of dollars from clerks’ offices over the years while he’s ordered layoffs and furloughs, closed satellite offices and scaled back office hours. Now he’s had enough.

Forman has taken the unusual step of suing the state Department of Revenue, Department of Financial Services and the Joint Legislative Budget Commission in Leon Circuit Court. The suit was filed by Mark Herron, a prominent lawyer-lobbyist with Messer Caparello in Tallahassee.
