The Florida Supreme Court should look at the big picture to figure out whether the state Legislature meant to expand the use of slot machines across Florida, counsel for a state agency argued Tuesday.
The justices were asked to interpret a 2010 statutory amendment that the owner of a pari-mutuel facility in Northwest Florida claims legalizes slot machines in counties where voters have supported the idea.
