Florida Attorney General Pam Bondi on Wednesday filed an enforcement action against two tobacco companies the state alleges have failed to pay millions of dollars required by a 1997 settlement.

R.J. Reynolds Tobacco Co. and ITG Brands LLC have not properly compensated Florida for the $7 billion sale of cigarette brands Winston, Kool, Salem and Maverick from R.J. Reynolds to ITG, according to the enforcement motion. The brands account for 8 percent of the U.S. tobacco market, or 17 billion cigarettes sold in 2016.
