Practice Profile: Flanigan provides in-house legal services for Rockdale County School District, which has more than 16,000 students, nearly 900 workers and 18 schools. He represents clients in contract negotiation and review, student matters and personnel matters and assists with student and employee policy development and superintendent searches. Flanigan represented Georgia school districts in Henry, Peach, Haralson and Butts counties, plus Georgia Cyber Academy. He successfully argued a charter school issue before the Georgia Supreme Court. Flanigan also is a state and local government law adjunct professor at the University of Georgia School of Law.

Leadership Activity: Flanigan teaches at Georgia School Boards Association conferences and co-presented at the in-house counsel meeting at the National School Boards Association's Annual Conference in Denver.

Pro Bono and Civic Work: Flanigan and his wife sponsor the L.V. Thompson Teaching Legacy Scholarship, which annually awards a $500 scholarship to a student who pursues a college degree in education, science or math. He is president of the Henry County Scholarship Foundation. As director of educational activities for the Rho Sigma Lambda Chapter of Alpha Phi Alpha Fraternity, Flanigan organizes an annual debate contest and essay contest for students enrolled in Butts, Clayton, Henry, Newton, Rockdale and Spalding county public schools.
