  • Fully funding all statutory positions, including increasing state funds by more than $21 million to right-size the agency for its mission;
  • Stabilizing all conflict and death penalty spending, so that spending is predictable each year;
  • Eliminating the need for the agency to rely on emergency funds or mid-year budget adjustments to make its annual budget;
  • Fulfilling a promise to the counties to provide state funds for juvenile court, by funding 34 new state-paid juvenile and accountability court lawyers;
  • Bringing pay parity to assistant public defenders, so that APDs are now paid on the same funded pay schedule as assistant district attorneys;
  • Appropriating dedicated training funds so that agency lawyers can continue to improve the ability to serve clients; and
  • Resolving the litigation against the agency, so that, as of July 1, 2018, there would be no consent decrees governing agency operations.
