A DeKalb County, Georgia, judge has given a preliminary nod to a $2.4 million class action settlement to resolve claims that a major apartment management company routinely held onto security deposits that should have been refunded to tenants when they moved out.

The ECI Group manages more than two dozen apartment complexes in Georgia comprising between 4,000 and 5,000 units, according to court filings.
