A federal judge took a day and a half to listen to widely divergent accounts about conditions at the Clayton County Jail and its response to the COVID-19 pandemic as he weighs whether  to issue an injunction ordering Sheriff Victor Hill and jail staff to craft and implement a written pandemic plan to keep inmates safe. 

Hill proudly bills his lockup as “Georgia’s toughest para-military jail.”
