When U.S. District Judge Reggie Walton convened a telephonic hearing Monday in a Republican challenge to the House’s mask mandate, lawyers for lawmakers and Congress were on the line—and so was someone else.

Jeffrey Cutler, who isn’t a lawyer, filed a motion to intervene earlier in the case that Walton rejected. Somehow, Cutler still managed to get on the line for Monday’s hearing.
