More than three years after a Georgia man sued the DeKalb County Board of Commissioners for giving themselves an allegedly illegal $25,000 pay raise without adequate prior public notice, a second appeal in the matter is heating up in court.

A debate over whether DeKalb County resident Edward Williams has taxpayer standing to seek injunctive relief in an amended secondary complaint took center stage during in-person oral arguments before the Georgia Court of Appeals Tuesday.
