A legislative proposal that would ban hormone replacement therapy and gender confirmation surgeries for minors has raised eyebrows among Georgia lawyers who speculate about how it could spur criminal and civil litigation, and question whether it runs afoul of the Constitution.

If it becomes law, Georgia Senate Bill 140 would hold doctors administratively accountable to the board, criminally responsible and civilly liable for providing this type of medical care. The bill passed the House floor 96-75 on Thursday. Because it has been amended, it now must go back to the Senate for another vote.
