"A delay of more than thirty days in filing a transcript is prima facie unreasonable and inexcusable," Warren County Superior Court Judge Thomas Hammond wrote. "[They have] significantly exceeded that limit."

Lawyers representing the winning bidders of Georgia's medical marijuana licensing contracts argued that the petitioner and losing license applicant, Aspire Medial Partners, failed to file a transcript the appeal required within a 30-day deadline. According to the respondents, the over 120-day delay was "both inexcusable and unreasonable."
