When Atlanta-based Southern Coach Inc. lost its longtime Army vehicle leasing contract with Fort Benning, company owner John Quick wanted to know why.

So in November 2007, a member of his staff asked the Army, in accordance with the federal Freedom of Information Act, to see a copy of the winning $1.85 million contract to supply Fort Benning with a fleet of rental vans, trucks and SUVs to transport troops, according to a suit filed in U.S. District Court in Atlanta.
