Attorneys for the city of Atlanta said they expected legal issues to accompany the bidding process for more than $3 billion in concession contracts at Hartsfield-Jackson International Airport. But City Attorney Cathy Hampton said she had no idea she would need to hire two armies of lawyers instantly to deal with challenges to the contracting decisions.

“I wish I’d had a crystal ball,” said Hampton, who has been the city’s top lawyer since September 2010. “I don’t think anybody expected this level of contention in September,” when a first round of contracts were voided by the city and put out for re-bid.
