Brooks E. Blitch III served more than 20 years as a powerful Superior Court judge in rural Clinch County before he resigned amid investigations by state and federal authorities. He pleaded guilty in 2009 to a single charge of honest service fraud conspiracy in a deal that allowed him to avoid prison.
