Atlanta Public Schools paid $58.51 per student in legal costs in 2010, the highest of any school system in the metro area, thanks to a state investigation of altered scores on standardized tests and skirmishing among school board members.

But new leadership in APS’s legal office already is looking at ways to cut back on legal costs for coming years by bringing more work in-house and possibly opening up outside legal work to firms that offer more competitive rates.
