Despite “temporary episodes of dementia,” former DeKalb Superior Court Clerk Linda Carter says in an affidavit that she is competent to complete her term in office, and that staff could handle her duties when she is confused.
The affidavit accompanies Carter’s bid to use an obscure legal proceeding called a writ of quo warranto to oust the current clerk, Debra DeBerry. Carter alleges that DeBerry tricked her into leaving the post she has held since 2000 before the close of her term, which would have ended in 2012.
