In her 11 years as a public defender, Lisa Lott has represented many parents whose legal right to have a relationship with their child was in jeopardy. But she said the mother of a 4-year-old girl identified only as “J.E.” in a recent court decision was unusual.

On paper, J.E.’s mom looked like many of Lott’s other clients: an indigent, single parent with a drug problem, without a supportive family.
