On a 4-3 vote, the Georgia Supreme Court has upheld the dismissal of murder charges against a man whose 2004 arrest was followed by a series of changes in charges and a re-indictment four years later. In its opinion, issued Monday, the high court agreed with a lower court that the lengthy delays amounted to a denial of the defendant’s constitutional right to a speedy trial.

Shaquan Lattimore, then 18, was arrested Aug. 17, 2004, in connection with the shooting death of Bryan Thompson.
