The state Judicial Qualifications Commission filed charges against Appalachian Circuit Superior Court Judge Oliver H. “Harry” Doss Jr. on Monday, accusing him of delaying for months, even years, before issuing rulings on motions, threatening attorneys and others, attacking staff, and using government funds to purchase laptop computers for his family members.

On Saturday, the other two judges in the circuit signed an order effectively stripping Doss of much of his authority by reassigning all of his criminal cases and ordering court clerks in the circuit’s three counties not to accept orders signed by Doss in criminal or civil forfeiture cases.
