SAVANNAH, Ga. AP – Though short on money, a state legislator will challenge U.S. Rep. John Barrow in the summer Democratic primary believing a grassroots campaign will be enough to unseat a veteran Congressman with a million-dollar war chest on his drive for a third term.

State Sen. Regina Thomas of Savannah, who has served in the Georgia Legislature since 1995, paid her qualifying fee for the race Monday in Atlanta. She will oppose Barrow in the July 15 primary.
