Before taking the job as DeKalb County’s top lawyer, Lisa E. Chang maintained a labor law practice in Decatur, typically representing employees in wrongful-dismissal claims in federal court.
Now Chang finds herself on the other side. DeKalb County is one of metro Atlanta’s largest employers, with about 7,500 full-time employees on its payroll. And one very high-profile former employee-former DeKalb police chief Terrell Bolton-is appealing his February dismissal by Chang’s new boss, county Chief Executive W. Burrell Ellis Jr. Bolton has appealed his dismissal through the county’s merit system and has not yet filed a suit.
