When he started a yearlong term as president of the Council of Superior Court Judges May 1, Judge Melvin K. Westmoreland knew he would have to deal with financial stresses facing the courts.

But the 12-year veteran of the Fulton County Superior Court wasn’t expecting them in June, the last month of the state’s fiscal year, accompanied by what he called a “constitutional crisis.”
