The governors of Alabama and Florida spent much of last week celebrating a federal judge’s decision holding that the law did not allow Georgia to use Lake Lanier to quench the thirst of millions in Atlanta’s northern suburbs.

But a close reading of U.S. District Judge Paul A. Magnuson’s 97-page order shows that it may be premature for Georgia’s litigation opponents to run any more victory laps.
