ATLANTA AP – A federal appeals court refused to dismiss a lawsuit Friday that claimed former DeKalb County officials sought to replace white employees with black ones, concluding there was “shocking evidence of an overt an unabashed pattern of discrimination.”

The 2004 lawsuit was filed by current and former parks employees against then-DeKalb Chief Executive Vernon Jones, claiming that he replaced white employees with black ones to create a “darker administration” to reflect the county’s racial makeup.
