COLLEGE STUDENT Edward Chapman hopes his recent ethics complaint against Gov. Sonny Perdue and Rep. Larry O’Neal forces them to testify under oath about their involvement in a tax law that passed last year.
What no one knows for certain, however, is whether that’s possible. It’s also unclear whether Chapman would have a right to appeal to a superior court if his complaint is dismissed.
