SEWELL R. BRUMBY reads more laws in a year than most lawyers do in their career.

Brumby is the legislative counsel for the General Assembly, where he supervises a staff of 11 lawyers. “Every bill that goes through the Legislature is written by us,” he told me over a plate of cheese ravioli and a glass of water at Tringali’s, a few blocks from his office at the Capitol.
