HOUSE SPEAKER Glenn Richardson opposes a plan to elect state Supreme Court and Court of Appeals jurors by congressional district, a proposal that would expand both courts.
The proposal would inject too much partisanship into judicial elections, Richardson said in a Wednesday afternoon briefing with reporters.
