REAL ESTATE DEVELOPERS are poised to clear a major hurdle this week in their effort to change the law so that they can issue tax-exempt bonds to build planned communities-a move that has generated $7 billion in activity in Florida during the past two decades.

The Georgia Senate last month narrowly approved the plan, outlined in Senate Bill 200 and Senate Resolution 309.
