THREE TIMES in the past two years, Judge Harold L. Murphy of U.S. District Court in Rome has issued injunctions barring enforcement of Georgia’s voter identification law.
That record could make lawyers for the state government a little wary today as they begin a trial in which Murphy will decide whether the law requiring voters to present photo ID at the polls is constitutional.
