Saying they are tired of winning incremental victories, Georgia abortion opponents hope to end the procedure altogether through a state constitutional amendment that would define life as beginning at conception.

The measure, H.R. 536, has more than 60 sponsors, including Rep. Jerry Keen, of St. Simons Island, the second-highest-ranking Republican behind House Speaker Glenn Richardson.
