State-chartered development authorities want to change Georgia law so they are exempt from rules that require competitive bids to be sought on construction projects.

But state Rep. Jill Chambers, R-Atlanta, put a roadblock in front of the idea this week, raising concerns that such a change could put state taxpayers on the hook for authorities’ financial liabilities and could provide a way for authorities to skirt state open-government laws.
