GEORGIA WAS ONE of eight states in giving a boost to property rights groups by approving a measure that limits the use of eminent domain, making it harder-in some cases impossible-for government to take private property and give it to private developers.

Other states requiring a vote from elected officials for eminent domain are Florida, Louisiana Michigan, New Hampshire, Nevada, North Dakota and South Carolina. Two states, Arizona and Oregon, passed statutory reforms limiting eminent domain uses. Similar ballot measures failed in California and Idaho.
