IN THE FACE of strident opposition from banks, consumer groups and Federal Reserve Chairman Ben Bernanke to its intention to buy a bank, The Home Depot Inc. has hired the lead outside counsel for Visa USA credit cards to help it win federal approval for the plan.

That attorney, Morrison & Foerster partner L. Richard Fischer of the firm’s Washington office, is serving as lead legal advisor to Home Depot on the proposed acquisition of EnerBank USA of Salt Lake City. Fischer advises clients on data security and privacy issues, and has frequently testified before congressional committees on financial matters.
