IT’S BETTER TO travel light-especially now that the 5th U.S. Circuit Court of Appeals has ruled that an international treaty prevents a traveler from suing a French airline in any court, after the airline charged him $4,048.66 in excess-baggage fees.

The July 25 decision is one of the first to interpret how courts should apply the Warsaw Convention-a 1929 treaty that governs claims arising from international air travel-to travelers’ non-personal injury claims.
