ONE OF THE LOCAL BAR’S best-known warriors against Fulton County’s practice of selling tax liens to private investors has been ordered to pay more than $60,000 in attorneys’ fees following a protracted hearing last week before Superior Court Judge Jerry W. Baxter.
The tension was palpable throughout the nearly four-hour proceeding, which began with tax attorney Francis “Frank” X. Moore calling for Baxter’s recusal for having signed an arrest warrant for the attorney two years ago. It ended with the judge ruling from the bench that Moore and his firm must pay the former client of Moore’s tax-sale nemesis, Robert J. Proctor, $58,531. Baxter later ordered Moore to pony up another $2,600 for Proctor’s firm, three members of which had been subpoenaed by Moore to appear.
