On behalf of the State Bar of Georgia, I am writing to thank the Sigma Pi Phi Fraternity for commissioning a portrait of Georgia Court of Appeals Presiding Judge Herbert E. Phipps, which was placed in the Dougherty County Judicial Building as a well-deserved honor for one of our state’s most distinguished jurists.
In addition to his 13 years of exceptional service on the Court of Appeals and previous experience as a local superior court judge, juvenile court judge, magistrate and private-practice attorney, Judge Phipps has provided inspiring leadership in the legal profession through numerous avenues, including but not limited to service on Georgia’s Judicial Nominating Commission, the Georgia Supreme Court Commission on Racial and Ethnic Bias, the Georgia Indigent Defense Council Advisory Committee, the State Bar of Georgia Board of Governors and as past president of the Dougherty Circuit Bar Association.
